it is a BBC TV programme called CAN WE TRUST THE POLICE.

It is in flv format for anyone who wants to download it, and maybe
convert it and post it to YouTube or somewhere. Quite thoughtful.

No there is not. That link is associated with the download of a file
called "DownloadSetup.Exe" without any warning that you are about to
download an application rather than the requested file. There is no
explanation of what the EXE might do should I foolishly decide to run
it. It will quite likely result in my picking up the ZIP file you
mention, but will also probably install various other "utilities" on
my PC that I'll spend the following few hours trying to get rid of.
Why else would a site want you to run a special downlioad utility (if
that is what it is), when it could more easily have offered up the
requested file directly?

You must have clicked the wrong download link, but there are a few ads
that say "Download now" and I did see one that linked to an .exe file.

But the link at the bottom does link to a .flv file. I can't vouch for
whether the media file is safe but I was able to start downloading it.

It does offer the FLV file directly. I'm guessing you clicked,
or hovered your pointer over, one of the "download" adds.

Probably. I really cannot be bothered to search for the link that
actually takes you to what you want on a web page that is full of
links that are deliberately misleading. Not unless I am extremely
keen to get the file, anyway.
