state government is holding money that it admits belongs to me, but
keeps delaying and thus denying payment. I now reside in another state.
What are my options (if any) to compel them to release the funds? Am
currently searching attorneys in that state.

Depends on what state you are in and why they are holding your money.

Option 1: Contact you state legislature people who represent your
district. Explain your situation and ask for help. If that doesn't
work,

Option 2: Sue the state.

Option 3: Wait until the reason for the state stalling ends. While you
are waiting, you can write letters, visit and phone state officials,
etc.
